History of M.O.S.T.

M.O.S.T. (Mobile Outreach Skills Training) was originally deployed to support a number of non- profit New England manufacturing organizations that had been awarded an initial DOL grant to train and employ 300 machine operators. In early 2011, the New England area had an acute shortage of machine operators and welders, so a DOL grant was applied for and was awarded to non-profits 501C-3.

The goal was to train and place 300 people in manufacturing jobs throughout New England within 36 months. M.O.S.T. was engaged as a logistics provider to place training labs at various manufacturers in multiple states. M.O.S.T. also screened civilian applicants for drug screening and various criteria for the awardees to review and train approved personnel. After deploying mobile equipment and applying the Rapid Skills “employer first” approach, the program successfully placed 312 people in new jobs in multiple states within 24 months. In order to train candidates, these organizations offered instructors, but the training needed to be done onsite at participating manufacturers. Because of the wide variety of multi-axis machines required, it became necessary to train on the actual machines onsite at the plant where the student candidates were to be employed.

After successfully placing 312 of unemployed and under employed candidates in machine operator positions, M.O.S.T. served as logistics provider for a number of DOL and DOC grants. Additional grants were awarded sporadically over the next several years from commerce and labor to various non-profits in several states. The program’s success rate was unprecedented because it all started with the companies’ commitment to the job first with specific training to the position provided onsite at the manufacturing company.

Over the years, because of the grant guidelines, M.O.S.T. focused on civilian training of unemployed candidates in machining and welding training. A quick view of some of the 1400 graduates underscores the flexibility and outreach of the program in multiple states. M.O.S.T. continually modified and improved its model and became very proficient in deploying and addressing needs at many manufacturing sites across the country.

For example, a rapid welding training program was initiated by TEEX in Texas with Thomas & Betts and Sabre Industries which was very successful, and all 34 trainees received national welding certifications, and all were employed. Armed with the ability to train highly competent welders in rapid fashion and prompted by the fact that Texas manufacturers had massive job openings in welding, TEEX set out to redesign and create a welding program that would capitalize on their proven ability to train entry level welders in record time.

After developing state-of-the-art total logistics in support of entities whose primary target market was the civilian marketplace, M.O.S.T. Inc. was formed (Military Outreach Skills Training) as a logistics provider for tech schools, colleges, non-profits, and entities that support training located at military facilities anywhere in the continental United States.

M.O.S.T. expertise is in setting up complete turnkey welding sites for immediate use by approved entities that provide training to active duty and reserve military personnel. M.O.S.T. does not provide training. By providing total logistics services under contract to approved training entities, the outreach for the training institutions is no longer limited to small geographic areas, as they can deploy their training without major capital expenditures. This results in immediate training resources available to areas not normally serviced by approved training institutions and for specific time periods.
